News Minute: Here is the latest Louisiana news from The Associated Press

NEW ORLEANS (AP) - Reform efforts at the New Orleans jail are moving slowly while inmates and staff "continue to face grave harm." That's the report from a court-appointed monitor. However, Sheriff Marlin Gusman said he's committed to the court-ordered reforms. Gusman said his office is in final negotiations to contract with a new mental health and medical care provider.

NEW ORLEANS (AP) - A watchdog group says the city of New Orleans should sell an empty office tower by the Mississippi River. The city had reached a tentative lease agreement last year with Gatehouse Capital Corp. to redevelop the old World Trade Center building. But negotiations broke off in April.

BATON ROUGE, La. (AP) - The state says it has confiscated more than $2 million in gambling winnings to cover Louisiana child support payments in arrears. All told, more than 1,500 parents without custody rights saw their casino winnings seized under the program.

BATON ROUGE, La. (AP) - State employees and retirees face higher out-of-pocket costs and higher deductibles as Gov. Bobby Jindal's administration reworks state health insurance plans. The state says health care costs are simply going up but critics say workers and retirees are being held responsible for state mismanagement of the program.
