News Minute: Here is the latest Louisiana news from The Associated Press

BATON ROUGE, La. (AP) - The second day of the election sign-up period for Louisiana's Nov. 4 fall congressional election has started off slowly, with no new contenders adding their name to the ballot.

Three of the state's incumbent congressmen signed up for re-election bids yesterday. Embattled Republican U.S. Rep. Vance McAllister plans to submit his paperwork and pay his qualifying fee today.

NEW LONDON, Conn. (AP) - A New Jersey man who marked cards with invisible ink that he could see with special contact lenses has been banned from Connecticut's casinos. Bruce Koloshi of Summit has cheating convictions in three other states and is facing charges in Louisiana.

LAKE CHARLES, La. (AP) - A shortage of substitute bus drivers is a problem the Calcasieu Parish School Board has faced for the past several years. A school official says this year is no different. He says the district has about 400 bus drivers but needs at least another 100 to operate comfortably.

HOUMA, La. (AP) - Superintendent Philip Martin says low teacher pay has forced the Terrebonne Parish school system to hire 80 non-certified teachers, which is more than last school year.

Martin says two non-certified instructors lead gifted classes.
