Jefferson, Upper Plaquemines, and Upper St. Bernard.

* through 7 pm today

* Periods of torrential rain rates at times reaching 5 inches
per hour in short duration. Accumulations generally 1 to 3
inches possible within 1 to 2 hours.

* Rapid ponding and swelling of ditches to cause street flooding
during periods of torrential rainfall. Flooding may linger for
an hour or two after ending while drainage systems mitigate
the excessive rain rates.

PRECAUTIONARY/PREPAREDNESS ACTIONS...
