ANSWERED NOV. 18: By default, Windows programs open in a
Normal window, which remembers whether it was in a
Maximized state the last time the program was exited. If it wasn't, the app opens in a non-maximized state. This recollection can over overridden by right-clicking the application's shortcut and selecting "Properties" from the contextual menu. Select the "Shortcut" tab and view the
Run options drop-down menu. If you want the program to always open full-screen, select "Maximized" instead of "Normal window."
