Shots fired as Louisiana recovery agents apprehend fugitive in Arkansas

Little Rock, AR-  Two recovery agents from Blair's Bail Bonds in New Orleans apprehended wanted fugitive Jazman Delmore Monday in Little Rock, Arkansas.

Delmore was wanted in Jefferson Parish for possession with intent to distribute heroin.  Delmore was previously arrested in 2005 on 2 counts of attempted first-degree murder by shooting of Jefferson Parish Sheriff Deputies during a routine traffic stop.

He was convicted in 2008 on 2 counts of manslaughter and 2 counts of aggravated flight from law enforcement.

Recovery agent Michael Comstock said his team tracked the fugitive to Little Rock over a five-month period.

As Comstock approached Delmore to make the arrest, the fugitive opened fire.  Recovery agents returned fire before subduing Delmore and making the arrest.  Delmore has been booked in Pulaski County prison on 2 counts of aggravated assault and possession of a firearm by a convicted felon.  Delmore is currently awaiting extradition to Louisiana.

Recovery agents cooperated with local law enforcement in their standard investigation of the incident, and were not charged with any violation.

"Surety bail is another layer of the law enforcement community," said Guy Ruggiero, President of the Association of Louisiana Bail Underwriters. "Bail agents provide the critical service of fugitive recovery to the criminal justice system at no cost to the tax payers of Louisiana.  This incident serves as an outstanding example of the public service provided by the hardworking men and women of the bail bond industry."
