New Orleans, La. - Another contractor who did work with the New Orleans Affordable Homeownership program or NOAH pleaded guilty to federal charges.
According to court documents, Richard Hall admitted to one count of conspiracy and one count of theft from a program receiving federal funds.
Hall admitted to being paid for 25 home remediations he did not perform. Federal Prosecutors also say he received thousands of dollars he was not entitled to because he either did not perform the work, had already been paid for the work or collected double payments for work he didn't do.
Hall will be sentenced in October.
The NOAH program ended in the summer of 2008 following several reports by FOX 8's Lee Zurik and Karen Gadbois of the Lens, prompting a federal investigation.
The reports uncovered the improper spending of federal money allocated to gut and renovate houses after Hurricane Katrina.
