Gretna, La. - The Jefferson Parish Housing Authority Board met Tuesday evening to discuss a scathing federal audit.
The report by HUD's Inspector General alleges the Housing Authority must repay or substantiate more than $650,000 in expenditures made under the direction of Jefferson Parish Housing Authority Executive Director Barry Bordelon. The audit also alleges the agency didn't follow federal requirements for awarding contracts.
During an emergency meeting, an attorney hired to represent the Housing Authority presented his findings in response to the report. Thomas Flanagan of Flanagan Partners told the board that he is confident the U.S. Department of Housing and Urban Development will reject the findings in the audit. He claims many of the findings were based on "mistaken assumptions" about the law.
In addition to concerns about the contents of the audit, Board Member Michael Mentz questioned why the board was not informed during the audit process. He says the board wasn't aware of the audit findings until the report was released to the public. He also says the board was not involved in the response to the findings. And finally, he says the board was not aware that Bordelon had hired an outside attorney to represent the Housing Authority during the audit process.
Bordelon told the board that he was instructed to keep the draft of the report confidential until the final report was released.
The Jefferson Parish Council is expected to go into executive session during Wednesday's council meeting to discuss the audit.
