Tangipahoa Parish, La - Troopers with Louisiana State Police Troop L investigated a two vehicle crash that resulted in the death of a 70-year-old man. The accident occurred Saturday, just before 10:30 a.m. on Hwy 38, one mile east of the St. Helena / Tangipahoa Parish line. The victim has been identified as Elmus Welch.
Police say that Welch was riding his motorcycle westbound on Hwy 38 when he was struck head-on by a pickup truck, driven by 51-year-old Robert Morris, also of Kentwood. Through their investigation, police determined that Morris was traveling eastbound on Hwy 38 when he failed to maintain control of his pickup. Morris veered off of the road before over-correcting, causing his vehicle to turn counterclockwise. The pickup entered the westbound lane before striking with Welch's motorcycle.
Welch was ejected from his bike and pronounced dead on the scene by the Tangipahoa Parish Coroner's Office. At the time of the crash, he was wearing a DOT approved helmet. Police do not suspect that Welch was impaired.
Morris, who was wearing his seatbelt, was transported to Hood Memorial Hospital in Amite with minor injuries. Troopers suspect Morris was impaired at the time of the crash. He was booked in the Tangipahoa Parish Jail on charges of Vehicular Homicide and Careless Operation.
Toxicology blood tests will be conducted at the Louisiana State Police Crime Lab.
