Judge orders trials involving Orleans Parish Prison

A federal judge orders two trials involving Orleans Parish Prison -- one concerning conditions, the other cash. It's the latest development in a months-long negotiation to create a federal consent decree.

Federal Judge Lance Africk ordered the first trial in February to determine whether conditions at the jail violate inmates' constitutional rights. If so, a second trial in April would focus on who should pay to fix the problems.

Sheriff Marlin Gusman says he needs more money from the city, but the city questions how Gusman spends the money he already gets.

The Justice Department has blasted the jail over conditions and the Southern Poverty Law Center has sued on behalf of inmates, alleging brutality and abuse.
