Students in Philadelphia schools can now access condoms in high school through vending machines when they return from their holiday break. The city's health department is funding the pilot program in 22 schools which have the highest known rates of sexually transmitted diseases.

There is "an epidemic of sexually transmitted diseases in adolescents in Philadelphia," Donald Schwartz, Deputy Mayor for Health and Opportunity, told Philly.com.

Half of the participating schools already offer condoms in health resource centers. Over the holiday break, dispensers installed in nurse's offices will make it even more widely available.

Reaction to the plan has been mixed. "It's a fact that young children have sex. And you know. I don't like it," said Pennsylvania parent Michelle Disalvatore. "It's kind of like promoting it a way of advertising sex," said another Pennsylvania, Marvin Lucero.

The condoms will be available for free at a third of the city's high schools with the highest STD rates, but only to students whose parents haven't signed a form opting out of the program.
