New Orleans, La. - A New Orleans woman is behind bars after an investigation by the LASPCA revealed she threw two puppies from the third floor of the Crystal Inn on Tulane Avenue.

According to a spokesperson with the LASPCA, the incident happened April 6th. The SPCA received a report that two puppies had been thrown from the third floor by a guest staying at the Crystal Inn.

The puppies were found by another guest who rushed the animals to an emergency veterinary clinic. One puppy died on its way to the emergency clinic and the other died while under veterinary care.

The Cruelty Investigations team interviewed the guest who attempted to save the puppies and worked with hotel management to secure video surveillance showing the two animals falling from the third floor.

The NOPD arrested Kisha Carter on April 8th for aggravated cruelty to animals which is a felony.
