Police say Harden is a known member of the Young Mafia Fellaz and an associate of the 110'ers gang.

Investigators say Harden was one of three gunmen who opened fired on the birthday party in the 1200 block of Simon Bolivar Avenue last May.

The shooting killed 5-year-old Briana Allen and a 33-year-old Shawanna Pierce, who was a mother of three.  Pierce was in her car, about a block away from the party, when police say a stray bullet went through her windshield and struck her in the face.

A 10-year-old boy, who the birthday party was for, and two other men were also shot.

Police say 18-year-old Leo Riles turned himself in, one day after the shooting.
