BATON ROUGE, La. (AP) - Louisiana higher education leaders are at odds over a proposal to let the community college system tap into construction dollars outside of the traditional budget process.
The community colleges are winning the legislative battle so far.
A bill allowing the community college system to sidestep the regular construction budget process is nearing final passage. It received overwhelming approval from the Senate and easily won backing Tuesday from the House Education Committee.
Sen. Robert Adley describes his proposal as helping the community and technical colleges train much-needed new workers.
The Board of Regents, which oversees all college systems, says the bill would violate a constitutional process established for college construction.
Treasurer John Kennedy says it will bust the state's debt limit.
