Expert: Would take years to fill needed jail posts

NEW ORLEANS (AP) - A prison expert says it would take years to fill all the positions needed to bring the current New Orleans jail complex up to its needed employee strength.

That was the opinion expressed in federal court in New Orleans Tuesday by David Parish, one of several experts called to provide information as a judge weighs how much it will cost to reform the violent jail, and how those costs will be allocated.

The reforms in question are outlined in an agreement between the jailer - Sheriff Marlin Gusman - and the U.S. Justice Department.

The city of New Orleans, which funds the jail, is in a legal battle with Gusman over management of the lockup and how much money will be needed to run it in a constitutional manner.
