Baton Rouge, La. - The state hopes a new lawsuit will keep people from paying soaring flood insurance rates.

Insurance Commissioner Jim Donelon says he's finalizing plans to sue the federal government over the Biggert-Waters Flood Insurance Reform Act.

The lawsuit will be filed after he decides whether the state will act alone with litigation or join Mississippi's similar lawsuit.

Some homeowners see annual flood insurance premiums topping $20,000 because of the flood insurance reforms.
