'Career criminal' booked with woman's murder in Lower 9th ward


NEW ORLEANS – New Orleans police detectives on Friday re-arrested a man they believe shot a woman multiple times last week in a grassy lot in the Lower Ninth Ward and left her to die.

Homicide Detective Michael McCleery booked 29-year-old Briceson Carter with second-degree murder for gunning down 38-year-old Brandy Keenan in a vacant lot in the 2600 block of Choctaw Street. Carter was already in Orleans Parish Prison on unrelated charges.

Keenan's partially decomposed body was discovered the morning of Oct. 17 after neighbors called police to report they had spotted something suspicious.

After conducting several interviews, studying surveillance video from the area and receiving additional information from some who knew the victim, Detective McCleery, assisted by Detective Robert Bachelder, obtained an arrest warrant.

"After looking over this suspect's extensive rap sheet, it's clear that Detectives McCleery and Bachelder have managed to get possibly one of the city's most violent offenders off our streets," said Superintendent Ronal Serpas. "One victim of crime is one too many. This suspect obviously made a practice of victimizing people. I commend the NOPD team- from the crime lab techs to the homicide division- for their dedication to making this case and arresting this career criminal."   

Carter is considered a career criminal with 17 felony arrests, 14 misdemeanor arrests and one traffic arrest. He is currently on probation for possession of cocaine until August 2015.

Carter has previous arrests for second-degree murder, aggravated assault-discharge of a firearm, aggravated battery (twice), aggravated burglary, aggravated kidnapping, armed robbery-use of a firearm, armed robbery, resisting an officer, simple escape (two counts), illegal possession of a firearm, simple arson, possession of crack, distribution of crack, resisting/obstructing an officer, probation violation, obstructing a public place, criminal trespassing, disturbing the peace, gambling, simple criminal damage under $500, misrepresentation of name/age/address, public intoxication, traffic violations, attachments and a warrant.
