Parents accused of using electric shock collar on 9 year-old

Police arrest a Connecticut couple accused of using an electric shock collar on their nine year-old daughter.

The girls' stepfather, Eduardo Montanez, is charged with third degree assault and injury to a minor after he allegedly put the electric collar around her neck and made her bark like a dog.

Her mother, Paula Montanez, faces conspiracy charges for failing to stop it.

Police say the parents weren't pleased with the victim's school progress report.

Someone at school suspected abuse and contacted the authorities.

The man's attorney says the medical report does not support the allegations.

The state claims the girl's step-father is a career criminal, and has had similar arrests in the past.
