State issues stricter welfare benefit debit card rules

BATON ROUGE, LA (WVUE) -

New rules in Louisiana have put stricter limits on how people can use their state issued Electronic Benefit Transfer cards.

The Department of Children and Family Services says it is an emergency step that aims to prevent abuse of the welfare assistance debit card.

Recipients can no longer use the card at certain retailers, including lingerie stores, tattoo shops, nail salons and jewelry stores. Regulators want to block transactions at stores that do not provide basic needs like food, clothing and shelter.

Violators will have their benefits stopped for 12 months on the first offense and 24 months on the second offense. After the third offense, recipients will permanently lose their benefits.
