Art teacher arrested for sexual assault charges dating back over 20 years


NEW ORLEANS (WVUE) - Police arrested an art teacher employed by the Jefferson Parish Public School system on sexual battery charges dating back to the 1980's.

Police arrested 60-year-old William "Billy" Maloney on April 4 while he was at work at Paul Solis Elementary in Gretna.

According to Sheriff Newell Normand, Personal Violence Detective Kevin Tillman conducted a follow-up investigation into a sexual battery that was reported on Feb. 10, 2014. According to the alleged victim, Maloney molested her while she was between 8 and 16-years-old.

According to police, the alleged victim said that Maloney would talk to her casually while touching her inappropriately against her will. The alleged victim also said that the abuse would occur at family gatherings in the home she shared with her parents in Metairie as well as other family member's home in New Orleans and Lacombe. The last incident occurred in 1992 according to the alleged victim.

The alleged victim reported the New Orleans incidents to the NOPD in November of 2012 and based on Tillman's investigation an arrest warrant for Maloney was released.

Maloney was booked into the JPCC on three counts of Sexual Battery, as well as for outstanding warrants (three counts of sexual battery) from St. Tammany Sheriff's Office.
