Man charged with incest, sex abuse of young child in Belle Chasse

A former Belle Chasse­ resident has been arrested, charged with aggravated incest and oral sexual battery of a child.

Investigators say they believe that a second victim allegedly came forward, confiding in a now-deceased priest at a church based in Harvey, Louisiana.

Plaquemines Parish deputies say that Matthew Todd Wallis, 30, committed the crimes between 1999-2000 when he lived in Belle Chase. His residence was located in the 100 block of Brentwood Drive. Wallis was arrested in Ogden, Utah following an extensive investigation.

The investigation began in May 2014. Officers say they opened an investigation after a victim, a relative of the suspect, came forward. The victim alleged that she was forced to perform oral sex on Wallis and he would perform oral sex on her. The alleged abuse occurred when the victim was 4 or 5-years-old, police say.

The victim added that the on several occasions, Wallis touched her inappropriately and forced her to touch him.

During the course of the investigation, detectives say they discovered that the sexual acts were allegedly video recorded. Officers say that the video was discovered by Wallis' mother, who allegedly destroyed the video to "make this all just go away."

On August 5, investigators obtained a warrant for the arrest of Matthew Wallis for aggravated incest and oral sexual battery. Plaquemines Parish deputies say they discovered Wallis was living in Ogden, Utah.

Utah-based U.S. Marshals Fugitive Task Force apprehended Wallis on August 13 in Salt Lake City, Utah. He was extradited to Plaquemines Parish on September 8 and booked into the Belle Chasse Lockup.

He was released after posting a $100,000 bond on Wednesday.

Plaquemines Parish sheriffs believe there may be additional victims. They urge possible victims to come forward so Wallis can be brought to justice. Individuals with information on possible sexual crimes by Wallis are urged to contact detectives at (504) 564-2525 or (504) 297-5277.
