Inmate faces life sentence after rape in OPP facility

NEW ORLEANS (WVUE) - An Orleans Parish Prison inmate awaiting trial on murder charges now faces a life sentence after raping another inmate.

Thirty-year-old Louis Monroe was found guilty of committing Aggravated Rape in an Orleans Parish Prison facility according to the District Attorney's office. Monroe was in prison awaiting trial on an attempted murder charge.

According to Assistant District Attorney Christopher Bowman, Monroe forced an inmate to perform oral sex on him while holding a shank to his head. Monroe also forced the victim to shave his head and all of his facial hair every Friday.

Bowman said that authorities learned about the rape after another inmate, who did not witness the event, noticed the victim was withdrawn and acting strange. The victim confided in the inmate and the incident was then reported to the Sheriff's office who ppromptlybegan an investigation, according to Bowman.

Assistant District Attorney's Laura Rodrigue and Boncyle Thornton prosecuted the case. The jury found Monroe guilty after less than one hour of deliberation. State law mandates that Monroe will be sentenced to life in prison without probation, parole or suspension of sentence.

District Attorney Leon Cannizzaro said that winning cases like these is key to reforming the criminal justice system.

"If we are going to truly reform our criminal justice system, then we must have a safe prison. I want to commend Sheriff Gusman, the Orleans Parish Sheriff's office, and Deputy Lance Wade, in particular, for performing a prompt and thorough investigation of this matter."
