NEW ORLEANS (WVUE) - Court records show a man who broke free from a prison transport van Tuesday morning had traveled from an East Feliciana mental facility to Orleans Parish Prison several times.
Lorenzo Conner, 24, broke the rear window of a Department of Health and Hospital's transport van and escaped near Tulane Avenue and S. Genois Street. He is accused in a 2012 second-degree murder case. Authorities were taking him to OPP for a court hearing on stalking and battery on a corrections officer.
Doctors diagnosed Conner as being mentally incompetent twice since he's been in custody. In 2013, authorities sent him to a mental facility in East Feliciana for counseling. He was scheduled for reevaluation 90 days after a September 2014 diagnosis.
Authorities said a breach of protocol wallowed Conner to escape. Court records show Conner recently began to fight against the system by refusing to take a urine test.
State Police are leading the investigation with the help of U.S. Marshals.
