Belle Chasse standoff ends in arrest

BELLE CHASSE, LA (WVUE) - Plaquemines Parish deputies arrested a Belle Chasse man after a 30-minute standoff Thursday.

About 2:30 p.m., deputies went to the 100 block of Park Drive in Belle Chasse to serve an arrest warrant on 52-year-old Mark A. Toups for failure-to-appear bench warrants.

Police say the warrants were for second-offense DWI, hit and run and careless operation.

According to deputies, when they made contact with Toups at the front door and told him he was under arrest for the warrants, he slammed the door on a deputy's arm and retreated into his home. Toups then barricaded himself inside the residence and refused to surrender.

About 30 minutes later, with the assistance of a family member, Toups surrendered peacefully and was taken into custody.

Toups is booked with failure-to-appear warrants, as well as new charges of battery on an officer and resisting arrest.
