Bond set at $1M for man accused in aggravated rape of girl

BELLE CHASSE, LA (WVUE) - A former Belle Chasse resident was booked Dec. 24 with the aggravated rape of a teenager, according to the Plaquemines Parish Sheriff'sOffice.

The alleged crimes occurred in Belle Chasse about 15 years ago and continued over a three-year period.

Bond for 55-year-old Phillip Wayne Costanza was set at $1 million. His next court date, a status hearing, is scheduled for Jan. 25, 2016.

Costanza was arrested without incident by St. Tammany Parish deputies on Dec. 23 after a traffic stop. He was transported to Plaquemines Parish and jailed on the rape arrest warrant.

On Dec. 16, PPSO investigators learned that Costanza repeatedly raped the victim from the time she was 7 until she was 15 years old. Detective Sgt. Aaron Verrette determined that the Belle Chasse rapes took place at two locations from 1999 to 2002  when the victim was between 12 and 15 years old.

If convicted of aggravated rape, Costanza faces a possible sentence of life in prison.

Investigators believe there may be other victims. Anyone with information about additional crimes is asked to contact Detective Verrette at (504) 564-2525 or Crimestoppers at (504) 822-1111.
