NEW ORLEANS, LA (WVUE) - Troopers have arrested two suspects with ties to multiple carjackings in the New Orleans area.
The suspects, 19-year-old Silas Declouet, 18-year-old Xavier Finley and a 16-year-old male were spotted sitting in a stolen Chrysler on Saturday by troopers who were patrolling the edges of the French Quarter. The arrests took place shortly after 8 p.m. near the intersection of Crozat and Iberville streets.
Police said the vehicle had been reported as stolen on Nov. 16. Just before the suspects were taken into custody, police said they saw Finley placing items on the floorboard under the front passenger seat. A search of the vehicle revealed a Stallard Arms 9-mm handgun and a bag containing approximately 1.65 grams of a white powder. Finley was also found to be in possession of approximately 8.5 grams of marijuana and multiple credit cards and IDs, police said. Troopers would later learn that the white powder was actually BC Powder that Finley was trying to sell as cocaine. Declouet was found to be in possession of approximately 4.5 grams of marijuana.
Finley was booked with possession of a stolen vehicle, illegal carry of a firearm, possession of a Schedule I CDS, prohibited acts and contributing to the delinquency of a juvenile. Declouet was booked with possession of a stolen vehicle and possession of marijuana. Finley and Declouet were jailed at Orleans Parish Prison. The juvenile was released to his mother.
Troopers continued their investigation into the stolen Chrysler and contacted the vehicle's registered owner. The owner told troopers that she was carjacked and shot by a man matching Finley's description. Troopers then contacted the New Orleans Police Department. Through investigation and interviews, troopers and NOPD detectives were able to positively identify all three subjects as accomplices in multiple aggravated assaults, armed robberies and the shooting of the carjacking victim.
As a result of the continued investigation, Finley and Declouet were re-booked into the Orleans Parish Prison Wednesday by NOPD. Finley was booked with aggravated assault, accessory to auto theft, armed robbery, aggravated second-degree battery and a municipal warrant for simple assault. Declouet was booked for aggravated assault, accessory to auto theft, armed robbery, illegal possession of stolen things and possession of marijuana. The 16-year-old was booked into the Orleans Parish Prison with aggravated assault, accessory to auto theft and armed robbery.
Troopers along with NOPD continue to investigate other cases possibly involving the three suspects.
