Harahan man arrested for contractor fraud

KENNER, LA (WVUE) -

Kenner Police arrest a Harahan man wanted for contractor fraud. 

According to investigators, Willard Jude Lemoine signed a contract to do remodeling work on a Kenner home. Lemoine is the owner of "Jude Lemoine's Remodeling."  

In September 2016, the victim reported that she signed a contract in July 2015 with Lemoine for renovations. Lemoine was supposed to provide all material and labor for the renovation job, which he began but never finished. 

Police said the work performed by Lemoine was mostly substandard with large swaths of the work either being partially completed with inferior materials or just demolition being completed with no attempt to install or replace walls, electrical, plumbing, and fixtures.  

Investigators learned that Lemoine never possessed any license with regards to home improvements or residential contracting through either the State of Louisiana, the Parish of Jefferson, or the City of Kenner, prior to July 21, 2016.
