NEW ORLEANS, LA (WVUE) -

A Houston, TX company will determine what's to blame for New Orleans' drainage crisis.

According to our partners at Nola.com|The Times-Picayune, The City of New Orleans plans to negotiate a contract with ABSG Consulting, Inc. to investigate the Sewerage & Water Board's shortcomings.

Mayor Mitch Landrieu ordered the investigation after revelations that 17 drainage pumps weren't working on August 5. More than nine inches of rain fell in some parts of the city that day, flooding homes and businesses.

The city expects ABSG Consulting, Inc. will wrap its investigation within 10 weeks.
