NEW ORLEANS (WVUE) -Approval for a controversial new Entergy power plant in New Orleans East sailed through city council despite opposition from residents who said the process was not fair.

The city council fined Entergy $5 million on Thursday for using paid actors during the approval process.

The money will go toward infrastructure improvements in The Sewerage and Water Board.

Council members and Entergy said the plant will help prevent outages.
