New Orleans city council mulls laws on parade ladders, noise-makers

NEW ORLEANS (AP) - A committee of the New Orleans City Council has approved new laws aimed at increasing Mardi Gras parade safety.

They include restrictions on how close to the curb parade spectators can place ladders and a prohibition on the tiny explosive noisemakers often called "Snap Pops.

The full council is to vote on the restrictions next week. The new ordinances would also outlaw private portable toilets on public property and impose other restrictions designed to keep intersections clear for emergency traffic during parades.
